"The excess flow will not get anything if the relief setting is not meet." That's NOT correct. As soon as the rated "controlled flow" (3 GPM's) to the "CF" port (steering) is met, you will get flow out the "excess flow" port. The "relief valve" will operate ONLY when the pressure at the "CF" port reaches relief valve pressure (1500 PSI). (Steering wheel held against one of the end limits.) The ONLY time the relief valve in the flow divider will operate is... to protect the system when the pressure to the steering circuit exceeds 1500 PSI. In other words, if the pump is putting out only about 3 GPM's, you will get little or no flow out the "EF" port. If the pump is putting out 4 GPM's, you will get only about 1 GPM flow out the "EF" port. And so on.
