Depends on how bad you want it. $2500 seems fair. I paid $2750 for a 460 Hi Utility 3 years ago, only 5-600 made. Bates Corp and others have tie rod ends, I don't about the rods themselves. The check valve block mounts on the battery box behind the seat and connects to the hyd cylinder for the fast hitch. Change the filter as stated below, your fluid is probably half water, drain, refill, drain again and refill at a minimum. I completely disassembled and cleaned the hyd system on mine, not sure I want to do that again. The power steering cylinder was pitted and needed a sleeve made. Generator/voltage regulator are easily repaired. I will have a small fortune in mine when it is done, but essentially everything has been rebuilt except the TA and transmission. BUT, as a first tractor restoration, if you want to do a complete job, I cannot recommend the 460 -- start with something simpler, such as a letter series.
