There are little rubber boots that go on the bolt that conects to the brake shaft. If these boots are missing there is a very good chance that water and dirt could get in. I have a '52 Super M that was ran every day up until two years ago on a dairy farm, there was no water inside the brakes BUT dirt found it's way into them. The new rubber boots help protect against that stuff. They cost about $3 ?? You can buy them on this web site.
