Sounds like a clutch or a T/A problem. When was the last time the T/A and clutch were adjusted? (they should be adjusted together) If it is a clutch problem, either: a)oil or grease on the linings b)weak or broken release springs c)maladjusted pedal free play, causing the throw out bearing to always contact the clutch fingers, keeping the clutch slightly disengaged. You can try getting it readjusted (which will require a service manual, as the adjustments are crucial if there is a TA installed in it), but if the clutch has been slipping a lot, it will probably be pretty glazed, and will require replacement or some sort of roughing up.
