40 h doesn't want to run

i have taken the carb.off and apart and cleaned it i think 5 times.each time making sure the float is set right.it will run for less then a minute only with the choke out all the way and it really is not run just kind of sputtering along.this still has the large fuel tank and the pony gas tank.the shop manual tells me that it should have a D-10 carb.which is an international carb.the only numbers i can find on the carb.are 6212-DB not sure whats what.i have removed and cleaned out the large tank.fuel seems to be clean as the inlet screen is still clean,checked intake bolts and they are tight.then pulled plugs to see how they looked and they were black like soot,all 4 very dry and black,cleaned them up good checked gap.still this thing just sputters,any ideas,please let me know and thanks for any help you can give.
