Rarely if ever will changing hydraulic oil cure a hydraulic problem. Usually if the fluid is THAT bad that it's the cause of the problem, the damage has already been done to the mechanicals.

Either way, it's nearly always a mechanical problem when the hydraulics do not behave as expected.

Don't get me wrong; it's a good idea to change it especially if it's badly contaminated or an unknown quantity in a new-to-you tractor.

You've either got a weak pump or a malfunctioning relief valve, or some other mechanical malfunction somewhere in your system.
