There are several possibilities. First check for end play. It is possible the hardened pin that engages the shift collar is worn and is not allowing the collar to engage far enough. Try loosening the quadrant on the engagement lever and see if you can push the lever far enough forward to get good engagement. If you can, then I'd pull the lever assembly and check the pin. If there is a lot of end play in the pto shaft you will want to check to see if the snap ring bearing retainer is still in place or if it is the older style that is staked to the shaft you will want to assure that the bearing has not moved on the shaft.
