Yes Allen that is right. The delay is controled by that external delay valve you speak of. I have one on my 4 row cultivators and it works like a charm. Raise the plows and the front comes up, when they reach full lift it transfers pressure to the valve, thus opening it and allowing the rear set to raise. Then the tractor valve itself controls the timing going down. The IT manual shows the delay valve for this. Page 84 paragraph 527. It also covers the drop retarding valves.
