There is a circular piece that is shaped to fit the underside of the fill opening you position inside the lip of the tank opening. It has a threaded rod attached that extends through the filler opening. Another circular piece that is machined to fit the top side of the filler opening is then mounted on this rod and drawn together with a nut. By repositioning a couple of times you can reform the entire top lip. The cap stops that are on the inside of the filler opening had to be straightened before using this tool. This was part of the inspection to make sure that the filler cap gasket had a good surface to seal against.
