If you can figure out the size and shape of the top and bottom of the filler opening, dies could be turned out on a lathe to reproduce this tool. The bottom piece has to have two pieces cut off the outside after turning to be able to fit it through the filler opening. Most sleeve puller adaptor plates are shaped like this. There is a light chain connecting the two pieces so it can be retrieved if dropped in the tank.

The two dies just have to be pulled together to reform the filler lip between them. Turn the bottom piece once to cover the areas that are missed by the cut off pieces on the bottom plate and repeat the process.
