Remove the radiator then take off the lower housing and back flush the block. There are 4 holes that let the coolant down by the sleeves about the sixe of a nickle when you remove the lower housing you will be able to see in the block and you will get lots of crud by back flushing not uncommon for these blocks to be plugged after all they are only 50plus yrs old and we do have bad water. You mite get by by filling with vinegar after you drain the coolant out and letting it warm up and set for a while but you will find the bottom area of the water passage having crud an mite have some of the holes plugged
