The "gouge" is factory... it is a spiral cut into the surface that the felt seal rides on. When the engine is running the spiral pulls oil back into the engine. The middle cap has the thrust bearing in it, they fit pretty tight in there. Put a bolt that fits tight into the hole of the cap, but don't thread it into the block, and tap sideways and it should come loose. Brass hammer is a good tool for working on things like this - I have been going to buy one for about 10 years now... when I start the next restoration project I will purchase one!
