The governor problem might be from a little slop in a spring. If your F-20 has the same type governor my 10-20 had it will have a pot metal tube with one end closed coming off the side of the housing. I turned that tube a little bit and it snugged up the spring and it did well after that.It would either run at idle or wide open before I adjusted the spring in the tube. I raked hay a few years ago with my 35 F-12 and it did great, but I didn't have a baler chasing me. The F-12 is going on a rescue mission today to drag my M up a hill where the clutch blew so I can fix it.
