Thats your steering lines and it is a vary common problem as that pice of fome rubber that is under the rad hold dirt and water and the two steering lines rust there . I have been able to get them out with out pulling the rad. because there are connections under the side of the frame rail . The lines can be brazed if you are good with a tourch and brazen rod . Also you will need new o/rings for the banjo fittings . Just get down under the tractor and look up above the support yoke for the ft. as depending on S/N # break as to how long they are. but there are JIC fitting up there either ahead of the support yoke or behind it . if they are the longer ones then ya can drop the yoke down and get them out if it is a wide ft.
