SH govornor questions...

My super H doesn't want to idle down. The thottle plate is closing like it should. I feel my problem is in the govornor. I removed the top cover the one that has the vent tube. If I push down on that rod and hold it for 5sec it idle's great and will remain idle like it should. Once I advance the thottle and then push the thottle back down to an idle it just won't idle down like it should. All the linkage is moving free and I removed the side cover to the govornor and cleaned all the moving parts really good but still doesn't idle low. The govornor is working when I load the tractor like it should. Any thoughts guy's????
