I'm not saying this to be rude, but you need a shop manual! I&T manuals are somewhat helpful and the IH Blue Ribbon service manuals are quite comprehensive in my experience. Even an owner's manual will help you with some of your terminology. I would call it the magneto drive, or distributor drive. There should be 4 bolts holding that to the front timing cover of the engine. Remove those four bolts and pull it out, see what is going on behind there. You should be able to see the cam gear and whether or not it is turning when you spin the engine over, and also inspect the teeth. Was the tractor running and suddenly quit? Or is this a tractor you have not yet had running?
