new M band type brakes dragging

I just replaced the bands on my M brakes and they now seem to be dragging. How much should I expect them to drag? In my ITT manual they said to back off the set screw on the underside of the brake cover (which I did), but they seem to drag quite a bit, when I jack tire off of ground, it is hard to turn. Help! Thanks for the input.
