IH/Farmall 706 gas/engine surge

This 706 Farmall just started this surging this year, when I started using it for mowing. It goes along real well until it gets into some thicker high grass; then it starts this engine speed surge up and down almost stalling the engine. It didn't do this last year. It's like a carb/governor problem. I attempted to make the adjustments for the governor as stated in the manual, but nothing helps. When it starts this surge, I disengage the mower and put transmission in neutral and eventually it will straighten out. Any suggestions?
