Cub Wont Start After Belt replacement!

I have a 49 Farmall cub. The tractor ran fine until the fan belt broke. I did not realize it broke until I saw a little steam from the engine. I immediatly shut it down. I suspect it only ran about 5-10 min. with no belt. I replaced the belt but now it will not start. It has a full tune up and i checked the point gap and timing many times. When trying to start it smokes white a little. I had it started one time and it ran badly for a few min. and shut back down. when replacing the belt i had to remove a linkage that i belive went to the governor. I read somewhere that someone removed that linkage on thier tractor and it did the same until they put the governor back in time. Could that have put the governor out of time? or do i have another problem?? Any help would be greatly appreciated. Thank You!
