Generator not charging enough on Super C

Replaced wiring, regulator, gauge, Cleaned brushes, checked the connections inside of generator. Generator only
puts out about 2 1/2 to 3 amps. Belt is tight and
checked all connections. With lights on, generator
holds meter at zero amps. Problem is regulator doesn't always go into charge mode when engine
is idling fast. Appears not enough current to switch regulator into charge mode all the time. Question is how much current should the generator develope? And what can be fixed to make it work right.
