This may be a dumb thought but, how much current is ammeter supposed to read under this condition? Are you actually having a problem with the battery going dead over time? If it is not showing a discharge, then maybe all is OK. The battery only needs enough of a charge to recharge it. At the proper regulator voltage setting, if the battery is fully charged, it won't accept very much. 2-3 amps is a lot to stuff into a fully charged battery. Read the battery terminal voltage when running with lights on. If it is 7ish volts, all it fine. The only other thing I can think of is that the battery is dying/dead. A battery with high internal resistance will not accept much of a charge. If the battery is very weak, and the terminal voltage is up around 7 volts when running, but not accepting a charge, then the problem is in the battery, not the generator
