Farmall Super H Propane Carb

My Super H seems to be hacig a problem. When I try to start it I can see Propane fumes coming fromt eh exhaust pipe while I am turning it over. When I quite turnging it over the fumes come out the air intake of the carb. I assume this is a problem in the Propane carburetor, but I have no idea how th propane carb actually works, I have taken a cover off and see nothing that jumps out as being wrong. Am I way off line, could it be a problem in the actual carb on the tractor the propane pipes into from the propane carb? I am at a loss here so any help would be appreciated.
