Rear light on C

My budddy and I are fixing up his late fathers Super C.The rear light has the small red light on top of it.It doesnt work right,only flickers.I think it a bad connection somewhere or a corroded bulb,socket or both.My question is,is this light suppose to blink on and off or does it stay on?Thanks guys!
