434/424 tractor - PTO shaft not driving implement

I have a 1966 IH 434 (424 in US?. When the PTO lever is pulled back without an implement on the shaft, the PTO shaft rotates at normal speed straight away - even when the clutch is pushed flat to the floor. When I put my mower onto the shaft and push the clutch pedal down, then try to pull back the lever it goes most of the way and then graunches as if a gear wheel can't mesh and I cannot engage the shaft.

I want to know what the problem is but fear it might be a tough problem to cure.
