Hi Tony, had a 434 that did the same thing. Could put the PTO into gear by shutting the engine off, engage the PTO then hold the clutch all the way to the floor and start the engine. First of all adjust the clutch pedal to the proper free travel of 1/2 inch and 7 inches from the floor plate. If that doesn't fix the PTO then the problem could be the adjusting bolts on the clutch fingers. It has been more than 30 years and am trying to remember exact setup. There is an adjusting bolt on each clutch finger and after many years of use the head of the bolt wears a V groove in the clutch finger, so if you turn each bolt 1/4 turn then the bolt head is no longer in the worn V groove and the fingers will now disengage the PTO clutch when the clutch pedal is all the way to the floor.
