If you have access to a lathe or vertical milling machine (Bridgeport, for example), you should be able to make the dots at the rate of 2 or 3 per minute. Modify an endmill with a grinding stone.

I would prefer a lathe because you will also want to chamfer the edges after making the cut with the endmill.

This would be a good job for a local voke school. You could also enroll for a night course and do it yourself.
