throttle adjustment on an H

Hey Guys, My H needs some throttle adjustment. It doesn't start opening up until the throttle is well past half way up the range on the teeth. I have the hood off and everything looks as it should, is the adjustment inside the govenor box itself. I don't see any other way to do it. Can someone walk me through it. Thanks PUTTER
