ih 354 fuel pump

i have a new problem with my 354 gas tractor. while using it recently, all of a sudden it started sputtering and ended up stopping. i thought it was out of gas, and after putting some in i got it started, but it ran very rough. i took the carb off, checked the float, cleaned the carb and flushed the jets etc. and blew out the fuel line from the fuel lift pump to the carb. it started back up and i could look down into the carb and see gas flowing. so i stopped it to put the hood back on, and while driving it back to the barn it started sputtering and bucking again. while checking the carb while tring to start it, i could see there was little or no gas going in. the fuel screen in the fuel pump is clear. there was a little debris in the fuel pump under the screen, but nothing that would clog the screen. gas is coming into the pump, and when i loosen the gas connection coming out of the fuel pump, gas comes out, so i assume the fuel pump isnt clogged. my diagnosis is the fuel pump isnt working. is there a way to test the fuel pump? could anything else be going wrong? also, while looking online and with a regional case/ih dealer i can find a diesel fuel pump for the 354, but no gas pumps. the case dealer said i can just use the diesel pump in place of my gas pump, but another online dealer said that i need the diesel pump along with a pressure regulator to cut down the pressure. i would like to find out if anyone has some information dealing with the differences in pumps and whether this would work. thanks!
