Scott, I just went thru this same identical problem. Have been turning wrenches since I was 6 years old and this one just about drove me crazy. Thought maybe I was loosing my mind; or, what little I had left. :>( Like you, my 284 was just simply "starving" on the fuel and I just could not find anything wrong. Went thru everything at least a dozen times. Had that carb apart so many times that I about wore out the threads on the silly screws. But, it still acted up and "starved". Especially at idle and under a pull. End of story: It was the ignition coil all along. Didn't act like a coil, but that was the culprit. Put a good used one on and it cured a whole host of ills that the tractor was exhibiting. Made a brand new tractor out of it. Allan
