If I understand you right you have the band and cover off the tractor, and the arm that clamps on the shaft off, but the woodruff key won't come off to get the shaft out of the cover? Take a small chisel and tap on either end of the key and it should kinda roll out of the shaft. After the key comes out the shaft will come out of the cover and you can tap the pins out of the bands and replace band.
