IH 544 hard to start

I have a IH 544 with a 4-cyl, 45 h.p. diesel engine. The tractor will only start normally when the temperature is above 80 degrees outside. If the temperature is below this, I have to keep the engine block heater plugged in or use starting fluid. I'm wondering why this tractor starts with such difficulty...I've had it since new (1969) and this has been getting progressively worse over the past year or so. Any information will be greatly appreciated.
