I would check the following items in this order:
1/ Remove injectors and have them "pop" tested.
2/ While the injectors are out, do a compression check.
3/ With good injectors and adequate compression, if the problem persists, remove the injection pump, send to a pump shop for rehab, reinstall verifying correct timing.
Of course all this assumes you have a good starter, cables, battery & cranking speed.
