disc brakes on farmalls

I have been using farmalls for 30 years and I have had very little sucsess getting the brakes to work properly I take sand paper and roughen up the disk I take and clean and shin the metal balls and the pockets they ride in and still they dont hold to well it seems like if they work they work good and if they dont theres nothin you can do about it.
