proper way to measure Farmall 100 or A oil level

Here is something that has always bothered me... After sitting for a while (overnight) the oil that is in the oil filter of my farmall 100 drains back into the pan. I don't know if this is supposed to happen or not, but it does. Because of this, when I start it up cold, there is no oil pressure for about ten seconds, the time it takes to fill the whole system including the filter housing. Is this normal, in other people's experience? Second question, is the oil level supposed to be checked with the filter full, shortly after being shut down, or is it measured cold, after the oil filter drains?
