Mat, the 560 brakes aren't a big deal in and of themselves. It's the other little things along the way. The brakes, take them apart and clean the actuating mechanisms, replace the disks if necessary (4 of them at about $30 each). The lock up problem could be caused by worn splines on the pinion shaft that the disks ride on, very common on a 560. So the question becomes, where do you stop in your quest to make these right? I don't know the answer but I do know that a 560 without brakes is a an unruly monster.
