1945 Farmall A Governor

I had to change the head gasket, so pulled the governor cover as part of the disassembly procedure. After putting it back together I noted a noise like the weights in the governor clattering everytime I manual turned the engine over 360 degrees. I never noticed this before I pulled it apart. Is this normal or is something wrong?
