Shouldn't be doing that. I noticed when I disassembled the governor on my B that the sleeve that rides on the gear shaft was stuck and didn't travel on the shaft. The sleeve I am talking about is moved by the flyweights and pushes the thrust bearing which pushes on the rocker shaft, resisted by the governor spring. It's 1/2" ID, about 15/16 OD, about 1 1/4" or so long. If that is stuck, your governor is not doing anything and the weights are free to clatter like you describe.
