You may want to try using a product called Extend available in spray cans. It is a clear spray that is a rust converter. I sanded my 9N hood down to bare metal, lightly sandblasted, ran over it with acetone, then sprayed Extend to get into the rust pits where I wasn't sure if the sandblast was complete (I want to restore the hood only once). Then you can spray a surfacer/primer to fill the pits, sand with 220, finally spray with epoxy primer.
