Ludwig, Get a new gasket for the fuel bowl. The reason that the bowl won't fill is because the carburetor requires no more gas, and the needle and seat have done it's job. Just put the bowl on and turn on the gas and start the engine, and when the carburetor requires gas the fuel will then start to flow and fill the bowl and flow to the carburetor. By not tightening the bowl bail and letting the air out of the bowl you can see the bowl fill, but when the bowl fills it just leaks/overflows. When this happens just tighten the bail to stop the spillage and you will be ready to run the engine.
