The condition of the wiring and switch will affect the generator output, so I would recommend directly grounding the "F" terminal of the generator while adjusting this. With the engine reasonably warmed up and at full speed, the output should be 9 to 11 amps at 7.3 to 7.6 volts, slightly higher if cold. I would move the brush with the engine not running then start it up to check it. After getting the adjustment in range, take the jumper back off and check the output. It should still put out 9-11 in high charge and about 4 in low charge. If it doesn't, you have a problem in the wiring, switch etc.
