Sounds like - A) Your Cub battery is hooked up negative ground (should be positive ground), and B) The generator or cutout is not working. If everything is working correctly, with lights on ammeter should read negative amps and engine NOT running, and slightly postive amps WITH engine running full speed. With lights off, ammeter should read somewhere around +5 to +10 amps with engine running.
