Govenor to carb problem

Thanks RED for info for this site.i had the carb rebuilt crack in body then i put carb back on.Now when i start the tractor and pull the speed controll lever to(any place half throtle or more) half throtle the governor shaft pulls the speed controll lever back down and it slows the engine cos it gives the tractor less gas.there is something i've done wrong but i don't know what the manuals don't give much help either can anyone HELP.i don't want to tie the controll lever to where i can give the tractor more gas.i prefer to correct the problem.any help will be much gratefull for.
