Exhaust manifold tab

I am missing the tab on my exhaust manifold that the spring for the governor hooks to. The spring is still there and in good condition, but does nothing because of the missing tab causing the governor inside to rotate freely. Has anyone ever had this problem or does anyone know how to fix it?
