To help you define, I think you mean is that your problem is the LACK of live PTO. If you had live PTO this wouldn't be happening. What you need is an overrunning clutch that will allow your PTO driven implements to continue to turn while the PTO shaft on the tractor isn't turning. Its a sort of ratchet affair that you should be able to get at an implement or tractor dealer in your area. The last time I asked they ran about $70.
