Dead spot in hand throttle, H tractor

Rich and "Red" thanks for answering my post yesterday on carb settings. Today's problem, now that the carb is finally set, is that there seems to be a dead spot in the lower third of the movement of the hand throttle. The tractor starts and idles fine but when the throttle is pulled back there is no engine response until past the lower third. At that point the idle races quickly to the point of having to push throttle back in. It's like all or nothing! I'm just now looking at the governor but don't want to make adjustments just yet. Any help is appreciated.
