From your symptoms, I would guess that the thrust collar that the flyweights act against is not moving freely on its shaft, possibly due to rust build up. I just got done with the governor on my B, which has a very similar, if not identical governor to your C. I found there was not much lubrication gets into the governor, and rust got a pretty good foothold. Check your linkages first, and if they check out, take off the governor, clean and lube the flyweights, the thrust collar, replace the thrust bearing (less than 5 bucks), check the spring (mine was rusted thru), check the rocker shaft for free operation.
