Farmall Super C Governor

Hi all. Engine idles normally. Advance throttle about two or three notches, and RPMs steadily climb to approx 1500 and stay there. I've checked linkages, etc. and everything seems normal. Does this sound like a governor spring, if so how intensive is it to replace. Im mechanically adept, just never had to work on a governor before.
