I got it working this morning by removing the return line from the two-way valve and adding two quarts (non-detergent) through it. Apparently a previous owner plumbed the fill hole for the return line. I will replace a elbow in it with a tee so I can fill it easily. Also, the pump is next to the distributor so the outlets by the belt pulley are not pressurized.
