My 450 does not whine and will definately roll backwards down a slope. That is not normal, but I wouldn't know what might be wrong. I also wondered what the mechanism was on the hitch. Responses to my post said that is was some kind of draft control system that they had never gotten to work right. Sorry I can't be more helpful.
