A whine in the transmission for a forty+ year old tractor isn't too uncommon. Depends on what it was used for in its earlier life. The "automatic parking brake" is something to check on. I'm assuming that you have a TA. Does it do it when you pull the TA? There probably needs to be some adjustment in the TA, although it seems to be a "somewhat normal" condition. The lever or handle you are refering to is a manual draft control when the origional "fast hitch" was used with a mounted plow. Get an owners manual and it will inform you of all you want to know and maybe some you don't want to know.
